There are concrete perimeter gutters that seem to always have water in them. There's a sump and drain, plus I have a dehumidifier down there that keeps the humidity under 50%. I have a finished basement with DriCORE subfloor. The recent heavy rains and floods apparently overwhelmed the drainage they provide and about 1/3 of the basement floor I can tell has water damage. I have minor water infiltration downstairs in our split level home. Downstairs is below street level and is on slab. Ground level meets the downstairs about 4' above slab. I believe waterproofing /sealing this interface between the slab and concrete exterior wall would be sufficient however I need an expert evaluation.
