Our current theory is that this water entered from beneath our basement possibly through a crack or series of cracks. Comment: We live in Northern Vermont in a raised raised (split level) home. Our two-car garage is located at ground level (not below grade) beneath the three upper bedrooms. About an eight of an inch of water pools at a low spot in the garage, especially on hot humid days. There are a few cracks and the metal support post in the middle of the garage is rusted from the ground up. We'd like to convert the garage to living space, but only if the floor can be kept dry.
